The link and message below is the report of the City of Salem planning staff and an email from Glenn Gross regarding their research into the unlawful City Zoning Code 119.500 and their recommendations for change. Very cool stuff!

All Christians in Salem and the surrounding area need to take time to write personal letters to our City leaders to express our concern over this Zoning Code and how it must change to include equal rights for religious organizations. Please remember that this must always been done in the Spirit of Christ which is Love itself. We not here to attack or to accuse but rather to pray, support, serve and stand for change until it comes. We also need Christians to turn out in abundance for the City Council meetings on Monday evenings at 6:30pm at City Hall. We feel that this is especially important over the next few weeks at least. Come and pray with us that this change happens sooner rather than later!

I understand that you have an interest in how the City regulates
religious organizations in our downtown. At the direction of City
Council, planning staff has been reviewing our current zoning
requirements for this type of activity and is now prepared to make a
recommendation for change. Please see attached staff report which will
be presented to City Council next Monday evening at 6:30 in City Council
Chambers here at City Hall. Please note that this recommendation is
only to begin the process for amending the zoning code which normally
takes about 4 to 6 months. Further, this change would only apply to
zoning requirements and will not amend building code requirements for
life/safety considerations. Please contact me if you have any questions
or wish to discuss the matter further.
